file icon Great Cove Watershed Management Plan - Executive Summary
The Great Cove Watershed Management Plan (WMP) focuses on the drainage contributing area to Great Cove, which extends from just east of the Robert Moses Causeway to just west of Heckscher State Park and north above the Southern State Parkway. There are nine main creeks which contribute to Great Cove – (from west to east) Trues Creek, Thompsons Creek, Lawrence Creek, Watchogue Creek, Penataquit Creek, Awixa Creek, Orowoc Creek, Champlin Creek and Quintuck Creek (see Figure 1-1). The purpose of the WMP is to provide a characterization of the existing natural, cultural and human resources within the watershed, identify key factors impacting the Great Cove watershed, provide watershed-wide and site specific recommendations for watershed and water quality improvements, and provide implementation strategies for each of the watershed recommendations.

The Appendices for this DEIS are available under separate links on this page. The Town of Islip Planning Board has received an application for a development proposal on the above referenced parcels. The project has been preliminarily identified as a Type I Action in accordance with the provisions of 6NYCRR Part 617.4. In connection with the proposal, the applicant has submitted a voluntary Draft Environmental Impact Statement for the purposes of determining significance in accordance with 6NYCRR Part 617.7. The Town of Islip Planning Board also intends to assume lead agency status for the required coordinated review as described by 6NYCRR Part 617.6. The proposed project involves the construction of three buildings totaling approximately 190,000± square feet: a one-story, 45,000±- square foot supermarket; a two-story, 90,000±-square-foot department store; and 55,000± square feet of additional retail space. The subject application requires three Planning Board Special Permits pursuant to Town Code Chapter 68.

At the February 14, 2012 Town Board Meeting, the Town of Islip Town Board adopted the Notice of Completion of Draft Environmental Impact Statement and Public Hearing for the above referenced action. Comments on the Draft EIS are requested and will be accepted by this office until April 2, 2012. A public hearing will be held on the Draft EIS and the change of zone application for the proposed action on March 22, 2012, at 7:30 pm, at Town Hall, 655 Main Street, Islip, NY. The application involves amendments to the zoning chapter of the code of the Town of Islip (Chapter 68), including the zoning map, to establish the Islip Smart Growth Planned Development District ("ISGPDD") and a change of zone from Industrial 1 District and Industrial Corridor District to the newly-established ISGPDD, and re-development of the re-classified parcel in accordance with the ISGPDD and conceptual master plan (to be known as "Islip Pines") which includes 408,673 s.f. of retail space, with 3 smaller retail pad units, a 60,000 s.f. cinema, 250 residential units, a 4.1 acre recreational park, 1,085,400 s.f of industrial space, a 130,904 s.f. office building, and a 200 room hotel. Parcel A: East side of Carleton Avenue, approximately 1,500 feet north of Spur Drive North.
Parcel B: East side of Eastview Drive, approximately 950 feet north of Courthouse Drive

Description of Action: 

The proposed action involves a change of zone from PDD Municipal to PDD Recreation in order to permit playing fields on Parcels A and B and private recreation facilities on Parcel A in accordance with Town Code Section 68-324.F (1) (d) and (e), along with consideration of an amendment to the Master Plan for the Central Islip Planned Development to change the land use recommendation for Parcel A from office to recreational use. Specifically, the proposal includes a new indoor and outdoor sports complex, featuring a 205,048 sf indoor sports complex building, with a 15,000 sf day care facility, six baseball fields, outdoor playground, concession and pressbox, restrooms, clubhouse, equipment/maintenance building and parking for approximately 1,354 cars and 8 school buses.
