Potential Redevelopment of the Island Hills Golf Course in Sayville

November 20th, 2017 – An application has been submitted to the Town of Islip Planning Department in March 2017 for the redevelopment of the Island Hills Golf Course. The proposed application involves a change of zone from Residence AAA District (single family) to an Island Hills Planned Development District ("IHPDD") to permit the construction of 1,365 rental apartments and accessory commercial uses. State Environmental Quality Review Act (SEQRA) process:
The proposed development is considered a Type 1 action pursuant to SEQRA which may pose significant environmental impacts. An environmental impact statement must be prepared in order to consider the potential impacts of this proposal.

Lead Agency Designation:
The Town Planning Department sent a letter on April 5, 2017 to all involved State, Regional and County government agencies requesting whether they wished to lead the environmental review. The Town received no response from any government agency requesting Lead Agency Designation.

Beginning The SEQRA review process:
The Town Board is obligated to assume lead agency in the absence of any other State, Regional or County government agency willing to oversee the environmental review of the proposed development.

Initial Step:
The Town Board is required to adopt a Resolution accepting Lead Agency in the review of the proposed development. In addition, a Resolution (Positive Declaration) declaring that the proposed development may pose significant environmental impacts and require the preparation of an environmental impact statement. The Town Board meeting date to consider these actions has not been scheduled at this time.

Environmental Impact Scoping Public hearing:
Subsequent to the Town Board accepting Lead Agency status and requiring the applicant to prepare an environmental impact statement, a Planning Board public hearing for scoping purposes will be held at 401 Main Street Islip (Town Hall East) to establish what environmental and infrastructure concerns shall be analyzed in the review of the proposed development. The public hearing is legally noticed in accordance with State requirement. The public is encouraged to participate in person or through written comments to establish the environmental impact statement scope of work.

Environmental Impact Statement:
The preparation of an environmental impact statement typically extends over a one year period. The environmental review process is transparent and public participation is encouraged.
