Bay Shore Marina Parking Program – Frequently Asked Questions

 

1. Why is the Town of Islip initiating a parking program at the Bay Shore Marina?
As part of the Municipal Parking Program, adding stations at the Marina is Phase III of the implementation. The new system will alleviate congestion at the entrance, allow for better management of parking spaces, and allow all users of the marina to park in the most appropriate locations for their purposes.

2. When does this program begin?
The parking pay stations will be operational June 13, 2016.

3. What are the fees?
Standard lot fees are as follows:

Weekday fees (Monday – Friday) are $0.50 per hour during standard operating hours.
Weekend Fees (Friday after 5PM to Monday 2AM) are $1.00 per hour.
Holiday Fees - $1.00 per hour

Value lot fee is $0.25 per hour. There is no change in rates for weekends or holidays.

4. Do I still have to pay a fee to enter the Marina?
No. There is no fee to enter the park now that there is paid parking at the Marina.

5. If I have a Town of Islip Recreation Card, do I have to pay for parking?
No. To park without charge, your Rec Card must be displayed on your dashboard with the back of the card (Town Seal) facing up. Please do not display your card with your picture and address facing up. As long as the seal side of the card is displayed, you may park without meter payment. The recognition of Rec Cards will be available during standard operating hours only, and will be in effect for the remainder of 2016. Beginning in 2017, all Rec Card holders will pay for parking.

Rec Cards are not valid for long term parking in the Value Lot.

6. I have a Suffolk County Senior Citizen Card. Will I have to pay for parking?
No, provided you have visited a Town of Islip Senior Citizen Center to get a Bay Shore Marina Senior Parking Card. You must present your Suffolk County Senior Card at the Center to be issued the parking card. This card will have the Town Seal on one side. The card must be displayed on your dashboard with the Town seal facing up. The card will only be accepted at Bay Shore Marina during the 2016 season, and has no value or use beyond the parking program at Bay Shore Marina. Below is the location of the Senior Centers where you can get your Senior Parking Card.

7. Do I have to pay for parking if I am a permitted boat owner?
Boat owners with mooring permits will park as they have in the past, in designated spaces marked specifically for boat owners. You will not have to pay the meter as long as your parking sticker is affixed to your car.

8. Do I have to pay to park in a handicap spot?
No, at this time there is no charge to park in spaces designated for handicap use when the appropriate permit is displayed. That is subject to change.

9. Where is the Value Lot?
The Value Lot (or Long Term Lot) is in the middle of the Marina. There is signage to identify the lot.

10. Last year there was a ‘daily ramp permit’ sold at the marina. How do I pay to launch my boat under that program this year?
If you have a Launch Permit, the use of the ramp is at no additional cost. If you do not have a permit, there is a $30 charge per day to launch a boat, payable at the parking meter located in the boat launch area. Be sure to leave your receipt on the dashboard of your car when you park the car/trailer in the designated area. This will let the Public Safety Officers know that you have paid to launch your boat.

11. What are standard operating hours for the Marina?
The Marina is open from 8:00 AM until 9:00 PM, Memorial Day through Labor Day. The remainder of the year (Labor Day- Memorial Day), the park is open 8 AM until 5 PM

12. How long can I park at the Marina?
The parking limit is 20 hours, with 2 exceptions:

The East Lot, closest to Nicky’s on the Bay has a 4 hour limit, which is clearly noted on signage. The meters for those spots will not allow for periods longer than 4 hours.

The Value Lot has a 10 day limit, which is perfect for a one week vacation (including 2 weekends).

13. Will I get a ticket if I don’t pay for parking?
Yes. Parking rules will be enforced by Town of Islip Public Safety Enforcement.

 

This program will be monitored closely and enforced to maximize usage and demand within the facility. Any adjustments and modifications to the program may be considered if dictated by such usage/demand.

Proyecto de saneamiento del parque Roberto Clemente

1) ¿A dónde se llevaránla tierra?
La tierra contaminada del parque Roberto Clemente se excavará y se transportaráde manera segura a los vertederos autorizados,según un plan de saneamiento aprobado por el estado de Nueva York. Parte de los desechos se arrojarán al vertedero de Blydenburgh, en Hauppauge y otra parte de los desechos se sacarán de Long Island para su eliminación final.

2)¿Qué ruta tomarán para llevarse la tierra?
Como parte del plan aprobado por el estado de Nueva York, los camiones que saldrán del parque irán por tres rutas alternas a través del vecindario de Brentwood antes de llegar a las rutas principales para camiones como lo son la Ruta 111 o la Interestatal 495. Las rutas de los camiones se van a alternar y habrá una ruta A, una B y una C, para evitar calles congestionadas con todo el tránsito de los camiones que se generará durante el proyecto de saneamiento. 3)¿Qué precauciones se tomarán durante el transporte de los desechos?

El propósito del CAMP es realizar un monitoreo aéreo durante las actividades de excavación del relleno contaminado con la finalidadde tomar una medida de protección para la comunidad y los trabajadores ante las posibles emisiones contaminantes como resultado de las labores de trabajo. El monitoreo aéreo y las observaciones de emisiones visibles durante las actividades de excavación se realizarán de acuerdo con los métodos establecidos en el CAMP que se encuentra en el Plan Final de Trabajo de Remoción del Material aprobado por el estado de Nueva York. La consultora ambientalista de la ciudad, Enviroscience, estará todos los días en el parque Roberto Clemente y supervisará el CAMP para garantizar el monitoreo constante del aire. El equipo sensible se colocará alrededor del perímetro del área de trabajo para detectar contaminantes transmitidos por aire. Si se activan las alarmas del equipo, se detendrá el trabajo en el parque hasta que se revisen y modifiquenlas condiciones de campo. 4)¿Cuándo terminará este saneamiento?
La primera fase del proyecto de saneamiento, que comenzóel 1° de junio, incluyóla movilización e instalación de todos los controles de seguridad y protección de los vecindarios. Las actividades de excavación, remoción, transporte y desecho constituyen la segunda fase del proyecto. Todo el proyecto tardará aproximadamente 120 días. También se requieren pruebas durante y después de las actividades de remoción, según el plan aprobado por el estado de Nueva York.

5) ¿Cuándo abrirá el parque?
El Ayuntamiento de Islipno puede anunciaruna fecha de reapertura del parque Roberto Clemente en este momento. El parque no puede abrir hasta que se certifique que todo el material de desecho ha sido extraído y hasta que las instituciones reguladoras garanticen que el parque estálimpio y seguro. 1) Where is the dirt being transported to?
The contaminated soil at RC park will be excavated and safety transported to authorized and permitted landfills as determined by a NYS approved cleanup plan. Some of the material will be placed at the Blydenburgh Landfill in Hauppauge and some of the material will be brought off Long Island for final disposal.

2) What route are they taking when transporting the dirt?
As part of the NY State approved plan, the trucks leaving the park will be traveling on three alternating routes through the Brentwood neighborhood before reaching main truck routes like Route 111 or the LIE.  Truck routes will be alternating on A, B, and C, days to ensure that not one street is burdened with all of the truck traffic that will be created throughout the cleanup. Transportation routes are located on the Town website’s RC Park pages—specifically under Projects and Plans, in the Final Material Removal Work Plan on pages 34, 35, and 36.  

3) What precautions are being taken while moving/transporting the dirt?
As regulated by the NYS Department of Environmental Conservation and the NYS Department of Labor, the cleanup project will put into operation many controls and measures to ensure the safety of nearby residents, the workers at the park, and our environment.  Several measures include:

  • A CAMP, or  Community Air Monitoring Plan, will be implemented throughout the entire cleanup process. The purpose of the CAMP is to monitor air quality during contaminated fill excavation activities in order to provide a measure of protection for the community and site workers from potential airborne contaminant releases as a result of work activities. Environmental air monitoring and observations of visible emissions during excavation activities will be performed according to methods contained in the CAMP which can be found as part of the NYS approved Final Material Work Plan.  The Town’s environmental consultant, Enviroscience, is on site every day at RC Park and will administer the CAMP to provide consistent monitoring of the air.   This sensitive equipment will be positioned around the perimeter of the work area, and looks to detect airborne contaminates.  If the equipment alerts are triggered, the work at the park stops until field changes are examined and altered.Dust Control measures will be exercised to keep all material wet during excavation and loading into trucks which will reduce the potential for dust in the air.   
  • Dust screens will be utilized at the park and on the landfill to ensure an added layer of protection from airborne dust reaching outside the work areas.  These large screens are portable and will be moved and positioned often to enclose the work area as personnel also monitors wind conditions through a weather station at the park.
  • Each truck will be lined with regulated liners, loaded with material, covered and capped, and travel through a truck washing station before leaving the park to dispose of the material.  This ensures that material is properly and securely loaded, and that any soil or dirt is removed from each vehicle before leaving the park and entering the neighborhood.


4) When will the cleanup be completed?
The first phase of the cleanup project, which began on June 1st , included mobilization and set up of all the safety and neighborhood protection controls.  The excavation, removal, transportation and disposal activities are the second phase of the project. The entire project will take roughly 120 days.  Testing during and after these removal activities are also required under the NY State approved plan.

5) When will the park open?
The Town of Islip cannot provide a re-opening date to RC Park at this time.  The park cannot open until all material has been certified as removed and regulating agencies sign off the park that the park is clean and safe.  This may take place sometime in the fall of 2015.

6) What kind of screening was conducted regarding the contractor?
The Town of Islip administration was committed to contracting with a reputable company for the cleanup job.  A special Recovery Team successfully wrote, advertised and administered a public bid to secure a solid contractor for this project.  Several bids were accepted and analyzed.  Prior to a public vote by the Islip Town Board, the recovery team spent several weeks ensuring the integrity of the company, performed reference and background checks on its principals, and examined its financial solvency,  insurances and bonding information.   More than 35 checks were conducted, including criminal background checks, to ensure that a solid, experienced, and reputable contractor was identified.  Gramercy Group, Inc. will be performing the cleanup project.  Enviroscience Consultants Inc will act as the Town’s oversight monitor for this project.

7) Will the Town be pursuing those who dumped the debris at the park?
The Town is preparing for civil action against those deemed responsible for these crimes and is carefully monitoring the outcomes of the pending criminal court case being handled by the Suffolk County District Attorney’s Office.

8) What are the hours and days of the cleanup?
The cleanup project will be conducted 7:00 a.m. to 3:30 p.m., Monday through Friday.

Roberto Clemente Park Cleanup Update May 2015

Dear Brentwood Resident,

Thank you for your continued patience and understanding. We are pleased to inform you that the anticipated cleanup of Roberto Clemente Park will soon be underway.   

Beginning the week of June 1st, you may witness some activity within the park as the Town’s contractor, Gramercy Group, Inc., begins to mobilize the equipment they need to start removing contaminated material on the soccer fields as well as from the recharge basin.

Gramercy Group, Inc. will begin to set up their work areas by bringing trailers, a truck scale and other equipment into the main parking lot.   Setup will not be taking place outside of the park.  Over the coming weeks, cleanup activities will regularly increase with the arrival of construction vehicles and trucks, and the set up of community air monitoring stations by Enviroscience Consultants, to ensure that your neighborhood remains safe during the removal of material. Special screening to control dust at the work area will also be installed prior any excavation or removal activity.

If you see any signs of criminal activity, vandalism, or unauthorized persons in the park after hours, please call 224-5306 immediately.  Our Public Safety officers are on standby, and will immediately address your reported concern.
